Bluegrass Cellular, Inc. is committed to providing high-quality Internet access services and is committed to being a responsible member of the Internet Community, including adhering to the Open Internet rules adopted by Federal Communications Commission.
Like many broadband service providers, Bluegrass Cellular manages its network in a responsible and efficient manner to ensure that all of our end-users receive the most dependable and best possible experience when using Bluegrass Cellular-approved phones and devices to enjoy the benefits of the Internet. Bluegrass Cellular employs reasonable network management practices consistent with industry standards to ensure the reliability of its network is maintained and to minimize network issues and complications.
Generally, Bluegrass Cellular does not inhibit the ability of our end-users to access the Internet through its wireless broadband services. Bluegrass Cellular permits the use of its broadband services for browsing the Internet (via Bluegrass Cellular phones or devices, including Bluegrass Cellular home routers), using email, downloading legally permissible content via the Internet, accessing and using corporate email and/or corporate business applications associated with our end-users places of employment. However, in furtherance of the goal providing and maintaining high-quality Internet access throughout our coverage areas, Bluegrass Cellular retains the right to restrict the use of broadband services under, but not limited to, the following circumstances: to prohibit or inhibit access to the establishment of a server or other hosting device or application(s); to prohibit or inhibit the continuous downloading or uploading of files such as (but not limited to) broadcasts, movies, videos, images, games and music; to prohibit or inhibit excessive or continuous broadband connections; and/or, to prohibit or inhibit abusive or inappropriate content and/or solicitation; to prohibit the unauthorized use or distribution of material subject to a third party’s actual or claimed intellectual property rights or any action. The foregoing restrictions are based on the sole judgment, decision and discretion of Bluegrass Cellular when and if Bluegrass Cellular makes the determination that such Internet use is causing or will cause damage, interference with the broadband network, other broadband networks or others’ use of the broadband network(s). In general, these practices are protocol-agnostic to the specific web content itself and to the websites that provide it. In those instances when an end-user abuses the data connection by engaging in the foregoing restrictions, the end-user may notice a down speed in his/her network connection, which is generated automatically by Bluegrass Cellular’s network management technology. If the end-user then continues to abuse the data connection, our Customer Service Department will contact the end-user directly and outline Bluegrass Cellular’s network management practices, the limits of the end-user’s data plan package(s) and the right of Bluegrass Cellular to disconnect data services if the end-user’s abuse of the data connection continues. If Bluegrass Cellular determines that the end-user is still continuing to abuse the data connection, Bluegrass Cellular may then, without further warning, initiate an automatic disconnection of the end-user’s data services.
Bluegrass Cellular currently provides 3G high-speed service technology, which is suitable for wireless telephone calls, mobile Internet access, video calls, and streaming video. Bluegrass Cellular has facilities which provide redundancy within the network. The company has the ability to switch and re-route traffic in the event of a network outage or interruption, so as to minimize the likelihood of a loss or degradation of the quality of broadband service experienced by end-users. Network performance is monitored by Bluegrass Cellular 24 hours per day and 7 days per week for the purpose of monitoring network capacity utilization. Bluegrass Cellular works continually to make data transmissions more efficient, including regularly increasing capacity in portions of the network. Broadband speed and availability across the network will vary, but generally, download speeds will be up to 2.0 Mbps and upload speeds will be up to 400 Kbps. End-users can use a variety of third-party websites, such as http://www.broadband.gov/qualitytest/about/ (as of November 10, 2011), to measure the provisional speeds of Bluegrass Cellular’s broadband service. Such third-party websites are not affiliated with Bluegrass Cellular and the company does make any guarantees as to the accuracy of test results obtained through those third-parties.
All phones and devices connecting an end-user to the network must be provided by Bluegrass Cellular, approved for use by Bluegrass Cellular or provided by an existing and approved wireless data roaming partner working with Bluegrass Cellular. You can find information concerning the devices approved for use on the network at Bluegrass Cellular’s retail website, http://store.bluegrasscellular.com/categories/Phones-%26-Devices .

Bring your donations starting July 25th!: A Hardin County Schools bus will sit outside of Bluegrass Cellular’s 1608 Ring Road location in Elizabethtown July 25-29 and the company’s Radcliff location at 2029 Wal-Mart Way on August 1. We are asking community members to bring school supplies to any of their locations and those supplies will be loaded onto the bus. The goal is to fill the bus with school supplies!
The supplies will be divided proportionately between Family and Youth Resource Service Centers at Hardin County Schools, Elizabethtown Independent Schools and Fort Knox Community Schools. Those centers will then give the supplies to families needing assistance with materials required for school.
School supplies donations of any kind will be accepted, however, below is a list of items needed:

Create Ad for our Wireless Safety Campaign! As part of our wireless safety initiative, “Drive Now Text L8R,” the we’re challenging Central Kentucky high school students to create a video public service announcement (PSA) about the dangers of distracted driving.
The Drive Now Text L8R PSA contest is open to students attending high school in the 40-county Bluegrass Cellular service area. PSAs must be received by September 30, 2011. A panel of judges will rate the PSAs on creativity, originality and consistency of the Drive Now Text L8R message theme.
The creators of the winning PSA will receive a $1,000 cash prize, and the video will be used to support the Drive Now Text L8R initiative.

This is the 5th year Bluegrass Cellular has sponsored Via Colori®. Via Colori® is different from other festivals. It is a celebration of creativity and is founded on a spirit of cooperation and non-competitiveness. There are no winners or losers…just the collected creative expression of artists working together to support a cause. Via Colori®, the street painting festival is an upscale signature event which raises funds for the Advocacy & Support Center, a 501c3 organization. Via Colori® events are held all over the U.S. in over half-dozen cities. This event gathers hundreds of artists each year to create unique artwork directly on the pavement in the heart of downtown Elizabethtown, Kentucky. Each artist’s large scale masterpiece is sponsored by a business or individual and all proceeds go to benefit the non-profit agency. The 2-day festival will feature a spectacular collaborative art piece, live entertainment, food, kid’s area, community education, and more. Join us for this unique opportunity to experience art in a different way, downtown Elizabethtown on North Main and East Poplar. Volunteers are needed for this event.
